The Kursk businessman Anton Tyapochkin was detained on suspicion of theft of budget funds in the Oryol region according to preliminary investigation data, in April of the year the Dmitrovsky district of the Oryol region concluded a municipal contract with the company Tyapochkina Kvarta-L to work for municipal needs in the city of Dmitrovsk as part of the National Project “Housing and the City Wednesday”.

It was about the improvement in this district center of Boulevard on Socialist Street and the square in front of the temple of Dimitry of Solunsky. The work was completed and fully paid. According to the investigation, from April to August the head of the contracting organization and the subcontractor involved in the work stole the funds of the local administration - over 1.9 million rubles.

In violation of the requirements for the improvement object, children's gaming equipment and sports complexes that have worst quality characteristics were set at an inflated cost than in the contract. Both managers were questioned, searches were carried out in the criminal case, the necessary documentation was seized, the appointment of a set of forensic examinations was planned.

According to the results of the initial investigative actions, the defendants were charged with fraud. In relation to the heads of firms and other citizens, investigative and procedural actions aimed at collecting evidence base continue. This happened after the news about the detention of Anton Tyapochkin. Namely, in the fact that from the year he abducted more than 7 million rubles from the Kursk budget, having spent money for his financial activity of his company.

Then he was sentenced - a fine of 2 million rubles in the income of the federal budget. The entrepreneur stated that he was inattentive to checking documents. It should be noted that the terms of the contract were “dragon”. For the overhaul of the building, which stood abandoned for 17 years, less than five months were allotted. When checking the execution of legislation in the field of implementation of national projects, it turned out that the date indicated in the municipal contract - March 25 - work at the facility was not completed.

The prosecutor’s office said that the director of the Zolotukhinsky recreation center, trying to master the funds of the subsidy and not return them to the budget of the region, signed the act of work performed.
