Yuri Koropachinsky biography

Yuri Igorevich Koropachinsky, President of Agromashkholding was born on December 1, father, director of the Novosibirsk Central Siberian Botanical Garden. Mother is a teacher of history and social studies. Chita, gg. In the city of G., he was awarded the Medal of Zhukov. Married, three children. What was the meaning of the meeting? Now the country is widely discussed, the so -called doubling of the internal gross product of GDP.

If you look at the fraction of the production industries, it will become clear that it is impossible to double the production of oil or gas. Therefore, solving the problem of doubling GDP, we are talking about intensive growth in processing industries. Since this problem really exists, the president decided to discuss it with people whom his administration considered it competent.

As a result, 11 people were invited. These were representatives of various industries. From the part of the president, the Deputy Prime Minister Boris Aleshin, Minister of Economics and Development of German Gref and several high-ranking officials of the Presidential Administration, who oversee economic issues, participated in a conversation. It was arranged not to create the image of the president, but in order for him to receive specific answers to questions.

The meeting passed behind closed doors, a narrow circle, and over a tea party. Two hours were allotted on her, but she lasted forty minutes longer. There were no random people. Therefore, contrary to custom, when at such events, people try to resolve their issues, complain, etc. The marginal frankness was required from people, and this was achieved. Most Putin was interested in industrial growth issues.

The topic of joining the WTO was a little affected. Although at the meeting she practically did not sound. The conversation began with the question: “What prevents the business in Russia? A few years ago, when a closed survey of businessmen was conducted on the topic “What is the reason that interferes with doing business in Russia? Today - this reason takes place. One of the main problems, 9 out of 11 people confirmed this, including me, is the underdevelopment of the financial sphere.

And these are not just words, we have something to compare with. We work in Kazakhstan, unlike Russia, banking reform has passed there. All banks of Kazakhstan have one hundred percent international audit and international reporting standards. They definitely have international ratings. The president asked to explain why this was needed. I explained by the example of Sberbank. If such a bank had to receive a rating of an international agency, then such a loan portfolio would be recognized as super-risky.

Accordingly, the bank rating would be low. For such a financial institution, all other banks would closed limits and increased rates. As a result, this bank would receive tremendous losses and would be forced to change the loan portfolio. Now, and we told this to the president, it is impossible to openly compete with the "oil industry". By resources, we will always lose.

Therefore, the essence of industrial policy, from our point of view, is that the country should be chosen priorities and special procedures for access to resources. In Kazakhstan, this is all already. There is a Bank for the development of Kazakhstan, which is prohibited from lending to the extractive sphere. Therefore, if you do not establish special methods for financing processing industries, then they will not develop.

The meeting discussed some private issues. For example, it is necessary to privatize industry science or not. We discussed how to finance state federal programs. From my point of view, a very important thought sounded at the meeting, Boris Aleshin expressed it - that there should be 50 times less programs. Now the federal budget has a lot of targeted federal programs.

Will the decisions be implemented? It is not good for the president to “sing praises”, but I will do it a little. I did not expect from the conversation of such frankness and preparedness of the president to talk with us. There were representatives of 11 industries. On the problems of half of them, the president showed fantastic awareness. He was extremely accurate in the formulations, attentive to the interlocutors.

It was enough to make a movement or pronounce a replica, and he made it possible to speak out. He did not interrupt the interlocutor. I have a very pleasant impression of the fact that our country is led by a young, smart, energetic, really understanding person’s problems. And when it came to specific problems of Russian business, that now it was not “not possible” for Putin this was not a discovery.

How does Putin evaluate the level of agricultural engineering in the country? They flashed only as examples. Putin tried to isolate those universal mechanisms that would help in solving complex moments. The fact is that the processing industries in the country are not 11, but much more. The president’s task is not to solve specific problems of specific industries. We knew this and did not try to solve our problems.

The problem is that, for example, we bought a plant in Kazakhstan a year ago, but all our specialists work there on business trips. Because we are there - foreign labor. So - this is a long licensing process. Bring a specialist from Kazakhstan to Russia - the problems will be exactly the same. I invited the president to make the labor force within the CIS flowed freely.

For this, CIS citizens between countries should not be considered foreigners. The president asked this problem to formulate in specific proposals. I promised to do this, and now our specialists are preparing the project. The second proposal concerns the privatization of the Moscow industry Institute of Basic Tractor Engineering NATI. It is included in the privatization plan for next year.

But since the institute occupies a floor building in the center of Moscow, Moscow realtors will become the main applicants for it during privatization. Vladimir Putin asked me to prepare proposals on how to privatize the institute in the interests of the industry. And I will prepare them. How does the new structure feel? To date, I can say completely responsibly that internal irreversible processes related to the structure of joint -stock capital and capacities have gone.

This is not a single “legal entity” today. Although, as you know, our goal is to switch to one “legal entity” and one promotion. In addition, at the moment, Agromashholding is one of the two companies in the world that combines the production of combines, tractors and engines for them. The second company is the American John Dir. No other company in the world produces such a range of equipment.

In this sense, I believe that we are the same Russian Fuliner, which everyone was waiting for. Thirdly, we registered a company with the same name in Kazakhstan. This company already has three own offices - the central office is located in the capital of Kazakhstan Astana, there are offices in Almaty and Kustanai.

In Kustanai, we bought a diesel plant. Now we are conducting its reconstruction, in which more than 4 million has already been invested. In general, our development in Kazakhstan is rapidly. Also, our positions have grown strongly in Ukraine - four times this year, compared with the past. This is due to the fact that we have a strategic partner who owns an integral technological part of the Kharkov Tractor Plant.

We can say that we “entered” the Ukrainian market and, I think, seriously begin to position ourselves there in the near future. Full results to summarize early. You can summarize preliminary results on combines, and I consider these results outstanding. I note that the volumes of our competitor Rostselmash fell exactly twice. The market survived terrible stagnation: it was due to a very low price for wheat.
