Isakov the real message of the President of the Republic of Dagestan to the People’s Assembly of the Republic of Dagestan differs from the previous ones in that it simultaneously contains a report on the results of the executive branch of the Republic of Dagestan, and the plan of action for the near future. In the message, along with many other areas of political and socio -economic development of the republic, such as: - the development of institutions of democracy; - ensuring the transparency and effectiveness of the work of state authorities and local authorities; - improvement of the mechanism for providing financial assistance to municipalities in order to ensure the objectivity of their distribution; - the solution of the land issue regarding the introduction of private ownership of agricultural land.

Without a doubt, all questions raised in the message are relevant for the growth of the economy and improve the quality of life of Dagestanis, but, in my opinion, fundamental changes should occur in the above directions. So, in one of the first theses of the message, the role of civil society institutions was noted. Against the backdrop of citizens growing, the desire to openly express their point of view, to criticize the authorities, to really influence the situation in the republic and in the country, state policy in this area should be more public.

To date, the effective activities of civil society institutions are one of the mandatory conditions for ensuring socio-political stability in the region and the transition of the republic to an innovative economy, modernizing all spheres of public life, and a higher quality of life. Another important area marked by the President of the Republic is to ensure transparency and effectiveness in the work of state authorities and local authorities.

In particular, the head of the republic noted that it is necessary to achieve improving the quality and accessibility of state and municipal services, including through the provision of interagency interaction and the creation of multifunctional centers. Of particular importance is the thesis expressed by the president about the need to improve the mechanisms for providing financial assistance to municipalities and the designated approaches to resolving this issue.

In this area, there are a sufficient number of different problems, which the heads of municipalities have repeatedly been expressed. The president also said this in his speech, pointing out the need to develop long -term methods for calculating subsidies, taking into account the characteristics of municipalities.

And finally, one of the most important, in my opinion, theses of the message of the head of Dagestan was the proposal expressed by him to introduce private ownership of agricultural land. The land issue for our republic has always been relevant, since the Earth is the key to the economic well -being of Dagestan and the well -being of its inhabitants. I am sure that the introduction of the Earth into economic circulation will become an impetus for the acceleration of the socio-economic development of the republic, and, above all, its agro-industrial complex.
