General Kulikov began his service with an ordinary policeman. The reference point is the year: in Moscow there was a particularly sultry summer, seven new metro stations opened, and Muscovites in the evenings watch a new television cycle “Connectors lead”. It was then, in M, a native of the village of Saturopovsky, Kolomensky district of the Moscow Region, Nikolai Kulikov, recently returned from the army, enters the service of the Moscow police.

It is unlikely that then someone realized that the private Kulikov from the police department would someday become the head of the entire Moscow garrison. But his interest in his service manifested itself from the first day. I then lived in a hostel, I had a lot of free time, and the work in the criminal investigation was very fascinated by me. The enthusiastic new employee soon noticed the leadership of the department of the department, and already in the year he received an offer to take the position of a junior criminal investigator to combat pocket thefts.

Nikolai Vasilievich still considers this period to be significant in his biography. It is not known how his career could have developed if he was seduced by the new proposal that received then: to go to the department of political and educational work, and besides, to an officer position. But the Murov certificate turned out to be more expensive for him, especially since the interest in the work of the detective only increased.

A year later, in M, he was transferred to the police department with a promotion: from the younger inspector of the UR grew into the inspector. Nikolai Vasilievich recalls that when he took things with the retirement of the former front -line soldier and veteran of the threat of Ivan Nikanorovich Mitin, he was amazed at what ideally he contained all the official papers: “Thanks to him, I understood what the“ higher pilot ”of work with documents and the agent.” A curious touch: General Kulikov, probably, also because he became a general that all his life he had not been shy from someone to study.

And he will then remember all his mentors and teachers all his life only with gratitude. In the police department, he revealed not only as an intelligent professional - in parallel, he had the energy of getting higher education in a Vyuzi. In the new position, things took shape well. By that time, the experience of operational work, its recipes for combating crime and communicating with colleagues, which was intensified by intensive practice.

And then the moment came when it became clear that with such potential Nikolai Kulikov, it was time to climb a new step. So it happened: at first there was the position of deputy head of the criminal investigation department of the Pervomaisky police department. Kulikov entered the famous 1st faculty. The best memories remained about studying at the Academy: not only the knowledge gained was priceless - communication with colleagues from all regions of the country played an equally important role.

After some time, changes took place in the structure of the Moscow police: the district administration of the internal affairs were abolished, and larger structural units - district administrations of internal affairs were created instead of them. And if today the Internal Affairs Directorate of the Eastern District is a solid administrative unit, then it all began with seven employees, as a result of which the district management structure had to be created from scratch.

The next stage logically fit into the biography of Nikolai Vasilievich Kulikov: in the year he was appointed First Deputy Head of the Main Directorate of Moscow, the head of the criminal police service. The personnel officers obviously did not miss his appointment: in the headquarters he not only came to the court, but also proved by the matter that he was a competent professional, with extensive experience.

And when in the year an order appeared on his appointment by the head of the Central Internal Affairs Directorate of the capital, few were surprised at this: a logical decision. At a high combat post, he replaced Vladimir Pankratov. Beginners often like to blame their failures on their predecessors, but here is clearly not the case. Here is how Nikolai Kulikov responds about his predecessor: - This man is the legend of the Moscow police.

So many harsh trials fell on his lot that you can’t wish the enemy. Vladimir Iosifovich Pankratov will forever remain in our memory as a vivid example of a worthy performance of official duty and as an example for future generations of employees of the internal affairs bodies. Nikolai Vasilievich Kulikov led the Moscow police literally in a hot season, when crime tried to claim separate strength and impunity, when organized crime raised his head.

Since a year, a municipal police appeared in Moscow. At the same time, Nikolai Vasilievich says that there were always difficulties: there were war years and post -war ones, every time had their own difficulties. Nevertheless, today it is well known through what tests the internal affairs bodies had to go to the same notorious nineties. How could you not break? As for the beginning of the nineties, a huge responsibility at that time fell on the shoulders of the former chief of the Main Department of Internal Affairs Vladimir Iosifovich Pankratov.

It was he who made responsible decisions in the year and M - these were the most difficult years: demonstrations, rallies, instability in society ... Under these conditions, both the police leadership and ordinary police officers behaved dignity, while seven employees died only during the execution of the White House. And it is unfortunate that Pankratov was undeservedly removed from office on the day of the murder of Vladislav Listyev.

Nikolai Vasilievich says that he was lucky to work with such a minister as Viktor Fedorovich Erin: "A professional to the brain of bones, a strong minister, did a lot for operational services, I also learned a lot from him." The country in the nineties experienced many different difficulties. Particularly relevant were the problems with the payment of salaries, including police officers.

In Moscow, police officers always received salaries on time. According to the general, there were never delays with the salary of the metropolitan police. And the incomprehension of personnel was also minimal - and all thanks to the government of Moscow and the special efforts of the garrison leadership. Difficulties in difficulties, and in some ways, as Nikolai Vasilievich says, it was even easier for the then employees:-The police profession then had a thorough prestige in society, in the cinema and books supported our police, and today a negative is issued to the police, it is unfair.

The head of the metropolitan police had additional opportunities, which allowed to increase the effectiveness of the work of Moscow law enforcement agencies and their interaction with the regions. After the departure of the head of the Moscow police, it turned out that Nikolai Vasilyevich had 9 months of unused vacation. He ruined them and headed the regional security department of the Moscow Government, which interacted the Moscow government with law enforcement agencies.

Then he moved to work in the security department of the Department of Urban Planning Complex, where he is working to the present. By the genus of the new service, he still interacts tightly with the police of the capital. Nikolai Vasilievich often happens in his homeland - in the Kolomensky district of the Moscow Region. Participation in the restoration of local temples has become his personal spiritual need.

And at the end of our conversation, Nikolai Vasilievich admitted: - I still have nostalgia for police work, I still worry about the problems and difficulties of employees. In my soul, I still remain a policeman.
