Biography Andrey Mamykin
For a word, he still does not climb into his pocket, he says in the case and reasonably, at the first call is ready to come to a hot point. The epicenter of the events of the last week of October in Latvia was a picket in defense of Russian schools near the building of the Ministry of Education. Andrei Mamykin could not be there! The deputy of the European Parliament answers the questions of the correspondent "Open!
Shadurskis can only incite hatred - Andrei, how do you describe the complete transition of national minorities schools to the Latvian language of teaching, really, we already go like people? My eldest son is 15 years old. He is formally studying at a Russian school, but there now mathematics are taught by the Latvian textbook - Russians are simply not printed in the country anymore.
A couple of times a week, the child calls me in Brussels and asks to translate the tasks. I myself studied at a physical class, terminology, functions, and so on taught in Russian. In order to help my son, I call up friends-mathematicians because there are no specialized Russian-Latvian dictionary of mathematical terms, and maybe I will be lucky and the essence of the exercise will be translated.
Then I spend new half an hour or an hour on another task is officially declared that new reform is needed in order to improve the situation in the education system. Now we look at statistics: following the results of a centralized exam in mathematics in the last academic year, among the 10th, eight schools of national minorities. What else does it want to improve the mathematician by the profession of Shadurskis in this particular case?
I do not believe in any beautiful words! Moreover, I feel how in me, talking in Latvian and reading a lot of Latvian literature, a sense of hatred is ripening. This is just wrecking and experiment on our children. And this is now, when the “language of the national minority” is formally used everywhere in a primary school. Shadurskis-Minister-Nuclear. All that he knows how to incite hatred and enmity.
Enmity to our children. He cannot establish the work of the ministry in training personnel for schools, on high -quality textbooks. He is now concentrated at the work of the inspection, which monitors the loyalty of Russian teachers: that is, whether some teacher from school has escaped on May 9. Teachers are spent and intimidated. At the same time, the work of Shadursky himself has already brought in our country tens of millions of euro losses!
This is the point. I know how difficult it is to knock out European financing for some project in Latvia. But for the mon it is. I will name only two programs.
This year, Mon from the EU budget can receive almost 30 million euros for innovative projects for students and another 17 million to improve management in the education system. So, in the ministry, under the leadership of Shadurskis, so incompetent people are sitting that they cannot correctly write an application to Brussels for this financing, although the money is in bank accounts and wait for the team when they go to Latvia!
This money will remain in Brussels so forever, because financing is allocated for each specific year. It is clear that in this situation, when the minister has gone out in all respects, there is nothing better than recalling the old slogan and starting to close Russian schools. In any case, there is already an agreement on the meeting, he confirmed that he would accept me.
You communicate with deputies of almost all European countries. The same situation is in their area? The government was created in order to scold it, or is it still pleased with the people of any particular country? If a colleague in the country has a right government, and he himself is left -handed, then he, of course, will criticize this cabinet of ministers.
And vice versa. But in other EU countries, especially in Western Europe, a completely different political culture. There is a deputy of the national parliament - honorable, working as a minister is prestigious. With any suspicion of corruption or sex scandal, the politician can voluntarily resign, and this is normal. In Latvia, the opposite is true: the government and the Sejm have already have the lowest trust rating for many years.
I know by myself: “Here you were, Mamykin, kind of like a good journalist, but as he became a deputy - I fell out of love” - I receive such letters from voters almost every day. What such judgments are based on - sit and think later. I wanted to look in my mother’s eyes and help with what I can-all Latvian problems from the window of your office in Brussels look somehow easier or, conversely, comparing the situation with other countries, do you understand that you can’t live on?
What the last of the events in Latvia excited you the most strongly? Maybe because the three children in this situation have all our Latvia in miniature: the stunning cruelty and indifference of society, when a hungry child wanders through the streets of a huge city, and sacrifice and complete dedication, when thousands of people with a break for a couple of hours of sleep were searched for the boy for days. And the “beauty” is the police officer, who considered that Vanya was alive and just saw him, the LNT channel journalist, who came to Lyupay, did not deserve attention to take the plot about the search for Vanya, and as a result, his microphones and television cameras and rushing with the rest of the townspeople to sort out the garbage on the city dump.
I have never talked about this in the press, but I will tell you. Some time after they found Vanya, I called my classmate Liepaychanka. She was born and raised there, she knows everyone and quickly arranged a meeting with Mom Vanya, Zoe Areeva. There were a lot of speculation on the theme of Vaninna's family: they say, there is the mother of an alcoholic, an drug addict, and the children were abandoned, I wanted to look in her eyes and help with what I can.
A simple Russian woman appeared before me, a little older than me. We sat in the kitchen in her very modest 2-room apartment, where 8 people were registered. But at the same time, the floors were washed to shine, the dishes in the kitchen sparkled. The neighbors say that her children have always been clean, neat and fed. All the children were baptized, went to the Orthodox Church. Yes, with her, probably, you can’t discuss the philosophy of Schopenhauer.
But her whole life is a search for her simple happiness and battle for her own children. In the area of the Zoins 20 years, Latvia gained independence. She, a young girl, quickly became an illiterate, Latvian owns poorly. She did not have Latvian relatives in the ministries, higher education in Latvian was closed to her. Vanya's family lived in the area, which the locals themselves call the "Russian ghetto." The courtyard looked like Berlin after a bombing: there is not a single playground within a radius of several kilometers.
The local city hall began to put the asphalt in the courtyard after the death of Vani: before that, the asphalt was not changed 40 years! The kindergarten stands nearby with boarded up windows - there are not enough children, and those that are, go to gardens in a military town or to the center. Latgale and Kaliningrad - not the most separatist regions - the UK left the European Union, and Catalonia really wants to separate from Spain.
Who, in your opinion, will “file for divorce” next? The United Kingdom came out of the EU as a whole country, Catalonia is a part of Spain, for which it is important to be not in Spain. At the same time, Catalonia as an independent state wants to continue to stay in the EU. In this sense, the Catalans themselves, no matter how separatists they may be, there are more Eurooptimism than the British.
But you are right that now Europe has been seized with separatism. A couple of days after the Catalan referendum, the authoritative publication The Independent came out with an article where all the following separatist regions were indicated. It was especially funny to read that among the most “separated” regions of Europe, Latgaly and the Kaliningrad Region of Russia were indicated.
In my opinion, Latgale and Kaliningrad are not at all the most separatist regions. A much stronger desire to separate from Belgium in Flanders. Again, in Spain, the government seemed to have agreed with the Basques, gave tax preferences, but I'm not sure that the problem of non -administration of the Basque land from Spain has been resolved. I can’t say that there are direct slogans about the separation, but there is an extreme dissatisfaction with Berlin’s policy in Bavaria.
And local politicians talk about the special status for this richest land in Germany. Finally, do not forget about the United Kingdom. Inside it, after the end of Brexit on March 30, Scotland will speak about independence in order to then join the EU. In Scotland, in a referendum to withdraw from the EU in June last year, the majority of the population voted precisely for Remain - that is, to stay in the EU.
But my colleagues and I remind you: about the situation with non -citizens, that Latvia is the third poorest EU country. At the last plenary session, I asked for a minute speech about the situation with illegal landfills. I can’t come to the President of the EP Antonio Tayani and say: “Put my project to the vote, I came up with a very good law! In this sense, if you want your idea to reach a plenary meeting, you need to grow ties in the European Commission and act through it.
In addition, the European Parliament is not a place where representatives of states are sitting; in the plenary hall, deputies do not sit on the principle of belonging to the country. Deputies are sitting on the principle of belonging to their political group, that is, fractions: the left - to the left of the speaker, the right to the right. I work in a group of Social Democrats, this is the second largest political group, we have a deputy from, and in our group representatives of all 28 EU countries.
Whether the golden rain will be spent on Latvia or we will become even poorer, since the constructed infrastructure will require constant investments not from Europe, but from ourselves. Your opinion? On the one hand, it’s good that any construction is underway. These are jobs, taxes and salaries, including our Latvians. On the other hand, these hundreds of billions of euros could be spent on a project that would then bring economic return.
